By the spring of 2026, a complex crisis had developed along the border between the Democratic Republic of the Congo (DRC) and Uganda. An offensive by the M23 (March 23 Movement) rebel group triggered mass displacement, exacerbated by a rare outbreak of the Bundibugyo Ebola virus, which the WHO declared a public health emergency of international concern in May 2026. Regional border closures—particularly Uganda’s strict measures—have made it impossible for internally displaced persons to move onward. The combination of armed violence and the epidemiological crisis is significantly intensifying secondary migration toward North Africa and Europe. This development poses new biosecurity challenges for the EU’s external borders and requires proactive action from policymakers.
