Scandinavian countries responded to the 2022 wave of refugees from Ukraine with unprecedented speed and solidarity compared to previous refugee crises. This study examines how Sweden, Norway, and Denmark shaped access to collective protection, accommodation and integration mechanisms, and the associated support systems. Although the three countries have different traditions in refugee policy, they share a common institutional logic based on temporariness, which does not offer a long-term perspective for Ukrainian refugees.
