A series of humanitarian disasters shook and overwhelmed the international system in the early 2020s, from the coronavirus pandemic to wars in Ukraine, Gaza, and Sudan. As a result of the crises, the number of people in need of humanitarian assistance rose to a record 311 million in 2023, up from 168 million five years earlier. Yet, humanitarian funding stagnated, with only $43.4 billion, or 1.1% less than in 2022, added to the emergency funds earmarked to tackle the crises. Now the Trump presidency signals an even more uncertain future for those already on the losing side of global processes.
