Several people-smuggler groups created quasi “mini-states” a few kilometers from Hungary’s southern border, often complete with their own armed guards. Experience so far shows that these illegal organizations are sometimes dismantled by Serbian authorities, but irregular migrants and traffickers reappear in new areas in a very short time, in line with changes in migration routes.
